Canada’s most wanted fugitive arrested on P. E.I. after public tip

Michael Bebee is in custody a week after a $100,000 reward was offered for any tips leading to his arrest.

Canada’s most wanted fugitive, Bebee, 35, had been on the run since July 2023. He was wanted on a Canada-wide warrant for a charge of second degree murder in Toronto.

On July 23, 2023, Toronto Police responded to a call for a sound of gunshots in the Danforth Avenue and Carlaw Avenue area in the city’s east end.

It was reported that an altercation had occurred between several people before a firearm was discharged, leading to the death of Shamar Powell-Flowers, 29, of Toronto.

A few weeks later, in early August, Mohamud Farah, 34, was arrested and charged with second degree murder in relation to the death but Bebee remained at large. At the time, Bebee was under a gun prohibition for his part in another Toronto shooting four years earlier.

On Tuesday, Charlottetown police arrested Bebee without incident at a business on Belvedere Avenue, just south of the University of Prince Edward Island, following a tip from the public.

Local police said they were contacted by Toronto Police Services late last week as they had been receiving tips that Bebee may be on P.E.I. He is being held at P. E.I.’s Provincial Correctional Centre, a medium/maximum security prison in Milton Station.

According to Charlottetown police, homicide detectives from Toronto will be travelling to P.E.I. to transport Bebee back to Ontario in “the coming days.”

Last week, Bebee was named Canada’s most wanted fugitive as the Bolo Program updated its “Top 25” and announced $1 million total in rewards for information leading to arrests.

A reward of up to $100,000 was announced for any information leading to Bebee’s arrest.

As part of that announcement, the family of Powell-Flowers said, nine months after his murder, they were “locked in place, drowning in despair, and pleading for someone to release us from this agony and allow us to take the next step forward in this most awful journey.”

On Tuesday, following Bebee’s arrest, Powell-Flowers mother, Charmaine Flowers, issued another statement through Toronto police.

“Many months ago, Toronto Police Detective Sergeant Trevor Grieve made me a promise: When the person believed to be responsible for my son’s murder is apprehended, I would be the first person he called. Last night, while I was coming home from work, Detective Sergeant Grieve made good on that promise. They got him,” Flowers said.

“While it is difficult to describe the flood of emotions that washed over me during that phone call, I know that for the first time in nine months, one of those emotions was elation. An immense weight had been lifted.”

Flowers also thanked “whoever out there is responsible for giving police the information they needed.”

“Please know that if my beautiful Shamar were alive and the tables were turned, he would not have hesitated to help your family in any way he could,” added Flowers.
